Superintendent Milton E. Baxter, the youngest of 17 children born to Reverend Charles and Annie Baxter in Coatesville, Pennsylvania, dedicated his life to pastoral ministry. After a fulfilling journey, he retired from pastoral ministry in 2021, concluding a remarkable career spanning several decades. In recognition of his exceptional service and unwavering commitment, Superintendent Baxter was honored in June 2023 with the title of Pastor Emeritus.
Superintendent Baxter's early years were shaped by his attendance at Holy Trinity Church of God in Christ in Coatesville. It was there that he experienced a profound conversion in 1966 and actively served in various roles, including the trustee board, choir, and as Sunday School Superintendent. In 1970, he married Joan L. Crawford, and together, they embarked on a shared journey of faith.
Upon relocating to Reading, Pennsylvania, Superintendent Baxter joined St. James Chapel Church of God in Christ, receiving ordination under Elder James McCracken. He served as Elder McCracken's assistant until 1982 when he transferred his membership to Mount Carmel Church of God in Christ in West Chester, Pennsylvania. At Mount Carmel, he demonstrated exceptional leadership and was appointed Assistant Administrator by Superintendent Jacob Meeks. Following Superintendent Meeks's passing, Bishop O.T. Jones, Jr. appointed Superintendent Baxter as Pastor, entrusting him with the spiritual well-being of the congregation.
In addition to his pastoral responsibilities, Superintendent Baxter pursued further education at Immaculata College, Valley Forge Christian College, Lancaster Theological Seminary, and completed several correspondence courses from Moody Bible School. He also contributed to the construction of the present-day Mount Carmel Church building, utilizing his carpentry skills. Throughout his career, Superintendent Baxter actively engaged with various organizations, co-founding the Black Ministerial Alliance of West Chester alongside Reverend Earl Trent. He played a significant role in the establishment of the United Congregations of Chester County and served as its Treasurer. Additionally, he demonstrated a deep commitment to community service, serving as the head of the Conflict Resolution Team for the Borough of West Chester and as a member of the Planning Commission for the Borough of South Coatesville.
Following the passing of Superintendent James Glimp, then-Pastor Baxter was appointed Superintendent of the Coatesville District by the late Bishop O.T. Jones, Jr. He later assumed the role of Chairman of Superintendents under the leadership of Bishop Benjamin J. Ravenel, Sr., and has faithfully served in this capacity for over 20 years.
Superintendent Baxter remains a devoted and loving husband to Lady Joan Baxter. Together, they take great pride in their four children and eleven grandchildren.
